Green Homes Grant Funding

PROPOSED RECOMMENDATION

 

It is recommended that the Authority approve the direct award of the green homes grant funding, the new contract will commence 1 May 2021.

 

BACKGROUND TO SUPPORT THE RECOMMENDATION

 

NYCC has been working closely with four district councils (Scarborough, Ryedale, Hambleton and Richmondshire) to secure national funding to tackle fuel poverty as part of the seasonal health strategy under the Local Authority Delivery (LAD) scheme. Funding will come from the Department for Business, Energy & Industrial Strategy (BEIS) via the North East, Yorkshire and Humber Energy Hub at the Tees Valley Combined Authority. The LAD scheme aims to raise the energy efficiency of low income and low energy performance homes (those with energy performance certificate (EPC) ratings of D, E, F or G), including off-gas grid homes.

 

Due to funding delays, tight timescales and the complex nature of the funding process there is insufficient time to carry out a competitive procurement procedure in the market.

 

LEGAL AND GOVERNANCE COMPLIANCE

The Fusion 21 Heating and Renewable Framework has been identified as a complaint route to the market with the ability to direct award a contract for the delivery and installations of the green homes grant scheme

 

RECOMMENDATION

 

It is recommended that the Authority approve the direct award of the contract for the delivery and installation of the green homes grant scheme to support low-income households and people at risk of fuel poverty across North Yorkshire.
